The problem is that OBB V2.6 does NOT support DECnet Phase V. However,
OBB V2.7 does support it!  Here's what you need to do so ensure a
clean upgrade/install to OBB V2.7:

1. Delete the following files:
	$ delete obb$library:obb_system_registry.reg;*
	$ delete sys$library:obb$shr.exe;*

2. Get the latest OBB V2.7 kit (patched beyond 2.7 ssb):
	send::obb$kits:[v27.v2711.vms]

3. Then do the usual OBB installation with vmsinstal.


This should get you to a working OBB on your DECnet Phase V
system.
