|  |     Yes, Great Question John ! i'll go and dig in my VMS internals book
    and try to figure it out...i suspect it has to do with the state of
    the machine at the time the connection request is made. may be the
    machine that this file lives on is not well tuned, or the owner of
    the machine uses it heavily, or too many math gurues are trying to 
    connect to the machine at the same time, or the machine is an old
    vax2000 station , or low sysgen paramters, or...

|  |     I'd hazard a guess that the Notes account needs to have its Enqlm
    raised.

|  |     It's a VMS or Notes bug.  Every time it happens, I have to go in and
    kill the Notes server process.  The system manager is aware of the
    problem, but doesn't want to take the time or trouble to upgrade.

|  |     Many of you might have had trouble accessing this conference at one
    time or another, with messages such as "exceeded enqueue quota".  We
    tried limiting the links per Notes process; this did not solve the
    problem but might have mitigated it.  We think the problem is caused
    by a bug, not system parameters, and will be upgrading both Notes and
    VMS on this system.  Until then, if you get an "exceeded enqueue quota"
    message when trying to open this conference, just drop me mail and I
    will correct the problem as soon as I read the mail.
