I don't know if this is an inappropriate question for this conference,
but here goes:
I don't regard myself as fat/overweight (in fact I'm not!), but I have
very fat ankles.
Does anyone know how to fix this?

could it be that you suffer from odaema? This is a condition causing swelling of the lower joints due to water accumulation. It often goes hand-in-hand with poor circulation..... I'd ask your Doctors advice, were I you. andy | |||||

How can poor circulation be dealt with? More exercise?

Not necessarily. There are drugs available that can help long term
changes to occur with short treatments.
See your Doctor.
