    note to access the UK VTX server. I keep on getting an error message 
    saying the server is not available. 
    
    $ ASSIGN "CHEFS::""143=""" VTX$SERVER
    
    Is this the correct command?

Three quotes in front and three behind.
Mind you saying that it would be better to define the following;
$       define vtx$server REPROT::"""43="""
As that is where Chefs will send you after the main menu.
