    It's V3.2 that I am using. My congestion problem was a combination of
    an application bug (now fixed) and insufficient quotas.
    
    If the "Standard" button is not pressed there is no "TEMPLATE" queue
    defined in the Queue list - I re-checked the registry :-
     
    HKEY_LOCAL_MACHINE\SOFTWARE\DigitalEquipmentCorporation\DECmessageQ\Config
    \<bus>\<group>\QUEUE
    
    and it is not defined. It the "Standard" button is pressed a TEMPLATE
    queue gets created with a quota of 256000 which I assume is the default
    if there is no TEMPLATE queue defined.
