In Colorado you must have a license to raise and sell or give away
birds. You can get this by contacting the Heath department and telling
them you want a hobbiest license for breeding birds. According to what
the Health department in Colorado told me, you can not sell or give
away a bird in Colorado unless it has a closed band. I don't believe
this applies to open banded birds, such as those that come from a
quarantine station etc or birds brought into the state from another
state, but I haven't clarified that myself.
In othe states it may be different. I had one clutch of Lovebird
chicks that I didn't band in time and once I got the bands, I couldn't
get them on because the birds feet were too big. I called the state and
was told that basically I now had more breeder stock. I could not even
give them away. They told me that they rarely give permission to band
a bird with an open band except under special circumstances, such as a
vet having to cut a closed band in order to heal a bird's leg. Even
then Vet was required to endorse the request for the open band.
Any other breeders can correct me if I've goofed..., which I do
once in a while....
