     I've just upgraded to V2.2 ECO4 and the consolidator now reports
    queues stopped that are on nodes that are not currently in the VMScluster
    e.g FOOBAR_BATCH on FOOBAR:: and FOOBAR is not in the cluster. The
    'older' versions only flagged stopped queues when the nodes was in the
    cluster. Feature or bug?
