    It checks HSD, HSJ or HSC device controllers for down state...
    
    For this purpose, it scans the OpenVMS system blocks about the same
    way the DCL command  $ SHOW CLUSTER/CONTINOUS  ... ADD STATUS  does.
    
    The event message built has the SNS_C_HSC event code and the following
    text:  "Storage controller !AS should be inspected"
    (where !AS is replaced with the HSC device name).
