|  |     I notice that some BMW engines offer the same power and torque output
    whether configured with a cat or not.  Do I assume that the dirty
    version of say, the 318iS engine is de-tuned to the level of the cat
    clean version?  If this is the case, does anyone know a of chip for the
    engine management system that might provide extra performance?

yes...
swap the ems chip with one from a 750i.
theory:
the chip mods done to R5GT turbos is replacing the ems chip from the 5 with 
the one from the R25; so I was told by an ex Renault mechanic
